For nearly half a decade, Nic Quiles engaged in an extensive campaign of unethical and criminal activity, defrauding contractors out of tens of thousands of dollars in goods and services. During the sentencing hearing, the prosecuting attorney presented several pieces of information that further support the argument that Mr. Quiles poses a significant threat to the public, including:

For nearly half a decade, Nic Quiles engaged in an extensive campaign of unethical and criminal activity, defrauding contractors out of tens of thousands of dollars in goods and services. During the sentencing hearing, the prosecuting attorney presented several pieces of information that further support the argument that Mr. Quiles poses a significant threat to the public, including:
- Quiles fashions himself as legally savy, trying to operate in legal "gray areas" - victimizing contractors, while trying to claim the matters as contractual, not criminal.
- Since 2012, the court could find no evidence that Quiles had any legitimate businesses or sources of income. Indeed, it seems that scamming people was his modus operandi, and that his businesses were a front to try and legitimize him to the targets of his scams.
- During trial, Quiles perjured himself many times, lying while under oath even when presented with evidence showing him lying.
- Count 1 (Theft-False Representation): The court sentenced the defendant to a MAXIMUM term in the Wisconsin State Prison of 4 years, consecutive to any other sentence, the term of INITIAL CONFINEMENT is 3 years, the term of EXTENDED SUPERVISION is 1 year. Court STAYED sentence and placed defendant on PROBATION for 5 years
- Count 2 (Bail Jumping - Felony): The court sentenced the defendant to a MAXIMUM term in the Wisconsin State Prison of 4 years, concurrent to count 3 but consecutive to any other sentence, the term of INITIAL CONFINEMENT is 2 years, the term of EXTENDED SUPERVISION is 2 years.
- Count 3 (Bail Jumping - Misdemeanor): The court sentenced the defendant to 4 MONTHS in the House of Correction, concurrent to count 2 but consecutive to any other sentence. Good time applies.
- Count 4 (Theft-Business Setting): The court sentenced the defendant to 8 MONTHS in the House of Correction, consecutive to any other sentence. Huber not applicable. Good time applies.
- Do not hold any fiduciary position.
- Mental health evaluation and any recommended treatment.
- No contact with victims and/or their businesses.
- Cooperate with agent.
- Complete cognitive intervention programming.
- Obtain/maintain school/employment.
- No contact with firearms.
- No new law violations reaching the level of probable cause.
- No controlled substances without a valid prescription.
- Pay all MANDATORY court costs, fees, and surcharges including: DNA surcharges to be paid during period of probation, if revoked to be paid from 25% of prison funds, balance paid during Extended Supervision, failure to pay results in a civil judgment. All NON-Mandatory court costs, fees and surcharges WAIVED due to inability to pay. Pay minimum of $200.00 per month towards restitution.
- Pay over $35,000 in restitution to various parties.

8-9-18: Milwaukee County Files Additional Charges Including Theft, Fraud, & Bail Jumping
On August 9th, Milwaukee county brought additional felony charges against Nicasio Quiles for, as Milwaukee Country alleges, "intentionally deceiving persons with false representations known by defendant to be false and made with intent to deceive and defraud and which did deceive and defraud these persons, contrary to sec. sec. 943.20(1)(d) and (3)(bm), 939.50(3)(h), 939.05, 971.36(3) Wis. Stats." These felony charges include: Theft by Fraud in excess of $10,000 (Class G Felony), and Bail Jumping (Class H Felony). You can read the entirety of Milwaukee County's criminal complaint by clicking the link below to download a .PDF of the criminal complaint.
"That Defendant Quiles had no intention to honor his promises to pay and every intent to defraud his victims is further evidenced by the litany of other victims he has defrauded. The pattern described above and below shows that Quiles failures to pay are no accident but are intentional, and part of an ongoing plan to defraud most people who do business with him and deprive them of their time, labor, services, materials, and property." --

2-28-18: Credit Card Fraud
Nicasio Quiles has been accused of committing nearly $10,000 in credit card fraud in the state of MN. He placed a large amount of unauthorized personal expenses on the credits cards of a past business associate. This credit card fraud was used to fund a number of business and travel expenses for another of Mr. Quiles' illegitimate business ventures, CreaTVo, LLC. The credit card company has confirmed this fraud. At the time of this update, a police report has been filed, with a criminal investigation imminent.* Reports will also be filed in WI.
Interstate credit card fraud is an incredibly serious felony, and if found guilty, the maximum penalties allowed under the law are over 20 years in jail.
*The authors of this website will be witholding documentation, until such a time as we can guarantee it will not hinder any potential criminal investigation and trial.

1-30-18: Criminal Conviction!
Nicasio Quiles was charged with 8 counts of failure to pay child support (a class-I felony). In November, Nicasio Quiles accepted a plea agreement, and pled guilty to 4 of the 8 felony counts, making him an admitted felon.
On 1-29-2018, Nic Quiles was sentenced to 4 years in prison, another 8 years of extended supervision, and ordered to repay $144,043.93 in child support. He was taken into custody in Milwaukee County Jail, and has been transferred to the WI Dept. of Corrections, to begin serving his sentence, according to Hispanic News Network. Additionally, he still has pending trials for misdemeanor theft of under $2,500 and one felony count for issuing worthless checks in excess of $2,500. Those trials are scheduled to take place in Summer/Fall of 2018.
This is obviously a huge victory for everyone who has ever been a victim of this con artist. This sets legal precedent and gives validation to the claims of dozens of people who have come out to make claims against Nic Quiles. With more serious criminal complaints being brought to the attention of the Milwaukee District Attorney - including felony interstate credit card fraud totaling nearly $10,000.00 - there is the very real possibility that Nic Quiles will be spending a significant portion of his future in prison.

7-28-17: The Case of "Caban's Cafe"; Nic's Latest and Most Disgusting Scam
In July, 2017, Nic and his wife Nicole published a press release via OnMilwuakee.com. The story promoted the imminent opening of "Caban's Cafe", deemed by Nic to be "Milwaukee's first Autism-friendly community eatery", and was set to open in October of 2017. ( https://onmilwaukee.com/dining/articles/autism-cafe.html )
Backlash from the community was immediate. Within 24 hours, onmilwaukee.com had received "dozens" of complaints about Nicasio Quiles, warning that he is a scam artist. The amount of these complaints is incredibly significant considering the relatively small reach of On Milwaukee, suggesting that Nic has scammed many, many people over the years in the Riverwest Community of Milwaukee. The next day, On Milwaukee published a reply from Nicasio Quiles in which he offered a number of excuses for the outrage, none of which he supported with evidence. ( https://onmilwaukee.com/buzz/articles/autism-cafe-response.html )
Given the level of outrage, the authors of this website have investigated the evidence surrounding Caban's Cafe'. What we have concluded, is that the Cafe represents what is perhaps Nicasio Quiles' most disgusting, callous, and cruel scam to date. It is our opinion, that the cafe was never meant to be an actual, functioning business venture. Rather, it was to serve as a way to prey upon families with autistic children - families who are desperately seeking normalcy and acceptance for their children suffering from autism. These are already vulnerable families, whom Nic sought to further damage. Supporting this:

Rather, it was to serve as a way to prey upon families with autistic children - families who are desperately seeking normalcy and acceptance for their children suffering from autism. These are already vulnerable families, whom Nic sought to further damage. Supporting this:
- At the time of the press release, Nic and Nicole started a GoFundMe.com campaign to raise money for the cafe. This was despite saying in the original article that they were self-financing the cafe. The original amount sought through GoFundMe.com was $10,000.00. That campaign was pulled down, but soon after, a 2nd campaign seeking $5,000.00 was launched. That campaign was also pulled down, therefore links cannot be provided. Crowd-funding campaigns are notorious havens for scam artists. They rely on small-money cash donations, with "rewards" being paid-off many months after the campaign ends. Because of the nature of these donations, it is nearly impossible to police and investigate fraud, and to repay victims when it occurs.
- Bankruptcy. At the time he stated he was self-financing the construction and management of an eatery, he was also going through Chapter 13 Bankruptcy. So a man going through bankruptcy has the tens-of-thousands of dollars necessary to open an eatery - one of the least profitable and with the highest rates of failure of any business?
- That original $10,000 he was seeking in crowd-funding? What justifies that amount? Remember that Nic was going Chapter 13 Bankruptcy? As it turn out, his monthly payment schedule under Chapter 13 was nearly $10,000.00. What an amazing coincidence! (it's not)
- His autistic child, whom Nic said was the inspiration for the cafe? Yeah, that's the same child he hasn't paid child support on in nearly a decade, for which, in part, he had to plea guilty to 4 felony counts and will be sentenced in January.
- Nic's house, which he stated will serve as the basis for Caban's Cafe, currently has a lien placed on it by the state of Wisconsin, for failure to pay his debts.
- This website reached out to a former employee of Nicasio Quiles who has been inside the house where Caban's Cafe is said to be located. They stated: "There is no way the house will be a functioning cafe. The basement area is far too small, and was gutted down to the studs. There's literally nothing there. It would take months-upon-months and tens-of-thousands of dollars to get it functioning. Even longer if he does all the work himself. In the time since, I haven't seen any construction or remodeling happening there."
- Emily Lavine, Director of the Autism Society of Southeastern Wisconsin, has repeatedly and publicly stated that the cafe has no affiliation to her organization, despite claims Nic made in the original press release.
- On Nic's own facebook pages: Caban's Cafe hasn't been updated in months ( https://www.facebook.com/cabanscafe/ ), and Nic, now calling himself "Quil de Nic", is currently residing in Florida, and has not been seen in Wisconsin in weeks.
6-1-17: Bankrupt
With the revelation that Nicasio Quiles filed for chapter 13 bankruptcy, the reasoning behind his erratic, unethical behavior has become clear. In September, 2016, Nicasio Quiles filed for Chapter 13 Bankruptcy. You can find full court records here:
https://www.open-public-records.com/court/wisconsin-15428558.htm
Chapter 13 demands that Nicasio Quiles file a plan to pay back his creditors, and stick to a payment schedule. In this case, he repayment schedule was nearly $10,000 per month. (keep that number in you mind, as it becomes a reoccurring theme in Mr. Quiles' business dealings) While this is in-and-of-itself illegal, unethical, or even concerning, it does provide valuable context for the reasons why Nic was running his various schemes. With the rigorous demands of his repayment schedule, Nic was forced to contrive ever more audacious scams in the hopes of keeping up with payments. This can be seen clearly in his business dealing through CreaTVo, where he demanded nearly $10,000 up-front from Global Life Sciences, a contract he quickly canceled after the client paid, and has never refunded the client for. He also solicited nearly $80,000 from the Latin American Motorcycle Association (LAMA) for a documentary on the organization.

CreaTVo, LLC: Mismanagement and Fraud
In December of 2016, Nicasio Quiles formed CreaTVo, LLC. This was intended to be a creative firm specializing in the production of high-end commercial advertising and the development of original narrative programming for broadcast television. The company operated for several months, until mass resignations by its staff. Civil and criminal action is currently being pursued by former employees. Allegations of misconduct include:
- Hiring under false pretenses. CreaTVo, LLC was stated as being a subsidiary of A3 Entertainment on employment contracts. Upon contacting A3 Entertainment, A3 stated emphatically that CreaTVo was not a subsidiary, it was inaccurate to state that it was, and that Nicasio Quiles had no authority or legal grounds to make such a claim. In fact, A3 Entertainment is currently pursuing legal action against Nicasio Quiles, for fraud he committed against that company.
- Unpaid Wages. Nicasio Quiles owes over $30,000.00 in unpaid wages to former employees. He provided extensive reassurances over the course more than a month that payroll would be completed. When it became obvious to employees that that they would not be getting paid, Nicasio Quiles ceased any and all communication, and has not been heard from since.
- Defrauding customers. Nicasio Quiles attempted to defraud customers by requiring them pay production costs upfront, and then never delivering on his contractual obligation to provide content.
- A deliberate and consistent campaign of lying and deception to his employees. This includes lying about clients that were signed by CreaTVo to have content produced for them. Many clients either had no contact with Nicasio Quiles, or they were companies that were currently seeking legal action against Nicasio Quiles.
When Nicasio Quiles was confronted by employees, he fled the state of Wisconsin.
Mind Mill Creative
Mind Mill Creative had some very interesting roots as a company. It originally began in 2005 as A3 Entertainment. You can find the original business filings here: Sunbiz Business Records - Mind Mill Creative . In 2013, the name of the company was abruptly changed, and the owner of the company removed from the business filings. Nicasio Quiles inserted himself as the sole proprietor. This can happen for a number of legitimate reasons, like the company being purchased. However, since 2013, Nic has been sued by the former owner, indicating that there is much more to the story than the business simply changing hands and being bought out. You can click the link below to see the court documents. The judgement in this case was against Nic for more than $187,000.00, bringing the total amount of the judgements against him to nearly $750,000.

Mind Mill Creative was Nicasio Quile's second attempt at running an illegitimate "creative firm", or those specializing in advertising and video production, with the first being A3 Entertainment, and the last being CreaTVo. These companies give him the opportunity and appearance of legitimacy to run his cons. We know that Nic and Mind Mill Creative racked up over $25,000 in unpaid rent ( WI Circuit Court Case 2015SC011074 ). We also know, that Nic, through Mind Mill Creative, had attempted to acquire rental of over $75,000 in video production equipment (he was declined for failure to provide insurance).

Below is testimony from a former business associate, who allowed us permission to share his story.
Mr. Quiles found my resume online and asked me to meet with his associate in the 3rd ward to discuss my possible employment as a production assistant for his “company” Mind Mill Creative . The meeting was a success and I was called in for another but this time it was at a different location that was to be home base for his new company. The offices were not equipped with anything one would need to run a company but He talked a good game and had a few gals in there that were already part of the mindmill team. Then he asked me to help him shuffle around some desks from one office to another and wouldn’t you know it I got the gig.
He sent myself and another to a location for a video shoot and upon my arrival I knew something wasn’t right. There was no trucks, no gear , nothing telling me we were gonna produce anything. I walked in to the local business and no one had ever heard Nic or Mindmill they called the owners and he had no idea. I called Nic and his VP of operations and got nowhere. We had some heated exchanges via text and email where I let him no he was and is a coward and a liar. I also told him that I have plenty of friends and family who are Marines and I knew right away he was no marine.
I still feel to this day he owes me for the two days work we had agreed upon. This was a few years ago but I have always wondered what the scam was , what was his angle?
Head North & Indoor Harvest Corporation
In 2016, Nicasio Quiles formed Head North, LLC, and through Head North, attempted to purchase a stock offering from Indoor Harvest Corportion in the amount of $375,000.00. Head North then breached their contract with Indoor Harvest Corporation, causing a significant drop in the company's stock, harming the company and its investors. Indoor Harvest Corporation is currently seeking legal action against Nicasio Quiles.
"I have informed Head North that we will attempt to seek legal remedies for shareholders for any damages that may result from Head North's misrepresentations, negligence and breach of contract," stated Chad Sykes, CEO and founder of Indoor Harvest."
We've never discussed advertising of any kind or heard of CreaTVo nor would we ever, in this life, another life or on a higher plane of existence than I can understand with my caveman brain today, conduct any business with Nicasio Quiles. -- John Choo, Current CEO of Indoor Harvest

In Conclusion:
This website is not something that the authors take lightly. These are not trivial matters. Nicasio Quiles has proven himself to be untrustworthy, with a long history of deceit, fraud, an illegal & unethical behavior. He currently has open cases in the state of Wisconsin. The FBI's white-collar crime unit is currently investigating him. Minnesota's District Attorney's office is seeking his whereabouts. Numerous former companies have lawsuits pending. When he is confronted about his illegal behavior, he has closed up shop and flees to another state. This seems to be his pattern - committing a large amount of fraud, then beginning anew in a different state, and preying on new individuals.
It has caused enough damage to his former employees that they have gotten together to create this website. It is their sincerest wish that no one will fall victim to Nicasio Quiles III again. We have established this website to collect evidence of his misdeeds, to give the world fair warning about him. It is our hope that this website will be easily accessible and prevent him from committing fraud against anyone else, ever again.
In conclusion, it is our opinion that: no company or individual should ever, under any circumstances, enter into a contractual agreement with Nicasio Quiles, and that anything he says or does should be viewed with great suspicion. These opinions are formed from numerous interactions with Mr. Quiles, who has proven himself completely untrustworthy and unethical. It is with our greatest urging and dire warning, that no person tries to conduct any business with him.
